Challenging, in a great waySo far I have loved playing this, already put over 5 hours into this game. I played Plague Inc. for a long time and I can say this can and will be a better version of it, I love the extra depth they’ve added, whether it’s negotiating peace relations, interacting with your coalition and such. It’s also very challenging because the enemy can be very brutal even in normal mode, which can take a lot of time testing the abilities and understanding how to use your military with just the right timing. I personally feel like the enemies toughness could need a little lightening up but you don’t want to lose the challenge either. It can be very satisfying when you finally destroy the insurgents. Lastly, the tutorial and tips are very good, I would just ask that you help us understand the peace process a little better and how to end the game. Thank you for a great follow up! Different and in the very good wayI’ve played the heck out of plague inc. i’ve gotten the vast majority of the virus’s in that game, and finding out that this was made by the same devs peaked my interest. it’s very good so far, because instead of causing mass panic and infecting the earth, your trying to stabilize a country. you’ll start by rolling out projects from your HQ, and then contend with insurgents as you try to stabilize the region further with roads, medical supplies and what not with a upgrade system similar to plague inc. but be careful, the more upgrades you buy, the more you’ll inflate the upgrades prices, as well as there being a chance for your government to become corrupt. that, and you’ll be fending off various insurgent attacks and locating their camps with drones and bombers (but don’t get carried away, you might end up blowing up the people your trying to help). so in short, if you enjoyed plague inc, you’ll want to take a look at Rebel inc. (side note: you’ll need to use two shuffle word things for naming your operation. custom naming isn’t here yet i think).Version: 1.0.2

Unbalanced GameplayFirst of all, the game is very fun to play, but it is near impossible to play after getting to the Banker Governor. In order to actually destroy insurgent rebels, you have to corner them using at least 3 of your armys. And because you only have 4 of those that stay, it gets very hard. Most outcomes are determined simply by luck. Also, the public opinion runs out too quickly. When I am trying to keep the territory’s from being captured from 5 different groups of insurgents, all I can simply do is play a long loosing battle. The fact that the enemy captures the territory faster than your troops can move makes the game unfair. And upgrades such as the “local militia” which makes it harder for the insurgents to capture the territory, don’t even affect it at all. You constantly are.. 1 chasing the enemy out of territory 2 while they run, capture territory back 3 they capture the territory they ran into 4 now repeat step one This is why the game is so difficult even on normal mode. The enemy grows so fast, and you have so little troops to do anything about it. Either having more permanently deployed troops or decrease the rate at which the insurgents grow. -thanks I’d like to return to this game rating because after deleting it and coming back after a while, it appears they fixed the issue of balance twoards the insurgents. Thoughtful take on a complex topic and an engaging game too!Despite the simple interface, there’s quite a lot to this game. Learning it is a real joy as you’re forced to grapple with some real life decisions where the morally “right” answer might cause more problems than a messy compromise. The game’s economy is pretty well balanced too and I constantly find myself wanting to buy two or three upgrades, but only having the money for one. It forces you to prioritize, which is really the meat of the game. The push and pull between the military affairs in the war and the civilian “hearts and minds” is excellently captured, as committing too much to one of the other will result in a mission loss from the other. It’s all about striking the right balance. That being said, there is an optimal build/tactic order in the game, and once you figure it out, the game becomes relatively trivial even on the hardest difficulty. But, there are plenty of achievements to go after. And, the bonus maps they’ve been adding to the game include extra stressors that can mix it up even the dominant strategy. Best of all, this is a game with unlocks! You can shortcut them with money, but if you want to see everything for only your initial buy in, that’s possible! I like the idea but the game is bad 👎🏻👎🏻👎🏻👎🏻👎🏻👎🏻I like the idea but this game cheats. The insurgents are impossible to kill and they always keep fleeing to different areas. It’s Just so ANNOYING! I have played this game ten times since I’ve downloaded it yesterday and 9/10 I’ve lost. It’s really upsetting. This game is high quality and I trust the company, but this game is so hard and bad I wish I could give NEGATIVE STARS. It’s just really bad. Can you please fix this game. It’s like the tuck rule it’s a little cool but at the same time useless and unnecessary. I don’t even want to put the rest of my troubles with this game in the review, but this app is very very hard, stupid and is actually pretty useless. Amazing game!As a HUGE Plague inc. fan this may just be bias, but Ndemic really put some work into this game. Don’t be discouraged by the fact the name of the game seems to basically be the creators wanting to get as many downloads as possible thanks to the large popularity and name recognition of the previous game. As soon as the game came out, I bought it. I think now that I have beat the game I can safely say this game is almost as good as Plague inc. I found this game very much more challenging than Plague inc. but not in a stressful way. The game is set where you are authorized to start a government initiative to stabilize all of the region by meeting all of the different areas needs based on its geographical and cultural lifestyles. The challenge is that you must do this while keeping the corruption levels low and dealing with insurgents with military engagement. The game has a very, very similar format and to an extent similar gameplay to Plauge inc. so it wasn’t too challenging for me to play at first. Though if you aren’t very knowledgeable/aren’t interested in economics, politics, and even statistics, then this isn’t the game for you..Version: 1.4.6

NoiceThis game is a lot of fun. Unfortunately there needs to be a balance between each aspect of each part. You cannot focus on heavily gaining military advantage, you need to balance the reputation of yourself by support from the public, gain military advantage while keeping your combat abilities somewhat high and keeping your civilian’s support (you mostly use a foreign military which the public doesn’t like) and try to find a negotiation with the insurgents while keeping your corruption down and reputation strong. Every new aspect you provide to gain public support adds corruption to your government as your underlings gain money and bribe others to the cause, so you need to focus on “anti-corruption” deals. The basic rule of it is to find a strategy that is as balanced as you can make it. The game is fun, but extremely difficult and is meant for the patient and strategic thinker..Version: 1.2.2

Fun gameThe many things you have to manage makes it feel like a more I. Depth The Dictator game but actually seeing your success and failures on a map. A cool idea is more types of units. If you get enough reputation more and more blue soldiers (blue soldiers are better but not native in the city so the occupied do not like them, and green ones are native there and receive much less hate from the occupied) to come. For the insurgence they should get black soldiers (there is a chance that outside countries can help the insurgence but it only makes them harder) that are more elite and would spawn on the map. A problem is a lack of role play. If I want to play as an authoritarianship I should be able to march soldiers faster which will hurt reputation as well as having faster national soldier training times and more of them too. To deal with that you could threaten journalists to lie about you or occupy urban areas to stop corruption..Version: 1.2

Built to make you pay moreThis game is extremely difficult. I think it’s almost impossible. I haven’t seen anyone getting past the 3rd level. As for me I’m on the second level using the second character you get which is terrible, you think that beating the first level would warrant an upgrade or an actual reward. Instead the game is made harder so that you’ll want to spend money to unlock everything. The insurgents are kill happy and will surround you and kill you before you are even remotely prepared to fight back, so you’ll have to sit there and watch them gain a massive amount of territory while your soldiers are being trained. Even when you do get the soldiers trained if you use the coalition soldiers (which as this point you’re basically forced to) they will betray you and ask to leave when you are finally making progress and you’ll either forfeit reputation or just let your territory be taken over by the endless droves of insurgents. The best answer the devs are gonna give anyone with the problem is to go to reddit and find the only solution to winning that level. I might actually have been persuaded to buy something as I did with plague inc. how it has unique and fun things you can unlock but you can still play the game normally and have just as much fun. Just because I know the game is built around micro transactions I’m not gonna buy any..Version: 1.4.5

Great GameNot as luck based as one might think. There is an optimal strategy that works every time and the advisors add more variety to kink things a little differently. For all those out there who think brutal is impossible or difficult. You’re wrong. You need to know how the game works. Once you figure out how to prevent stability loss it becomes a balancing act between military, corruption, and reputation gain luck. Believe me when I say it’s actually pretty consistently easy on every map. Coming from someone who beat all the maps on brutal to unlock all special governs, maps, and cheats legit, I struggled for a very long time just tying to beat the first map but once I finally did I realized what needed to be done and I steamrolled every other map with slight optimizations to the strategy for each governs pros and cons. The amount of times I screwed up the early game and dropped down to below 20 rep just barely keeping up with the loss is uncountable but I had the situation under complete control..Version: 1.4.2

Great Value, Great Strategic GameplayI don’t do many reviews, but am happy to take a few moments to review this game. It’s a great value for its cost and can keep you trying at it for hours if you like. And since it’s not dependent on multiplayer and can be paused as you have interruptions, it’s actually well designed for mobile use. The graphics are clean and simple, it’s about the strategy not the battles after all. There are several maps (with more being added it seems over time) and several leaders that helps you get some decent replay value. My biggest complaint with this game is that at the highest difficulty it’s impossible to know (in my opinion) how to proceed. I had to look at strategies and videos online. Not a big deal but I’d prefer an in-game guide that shows me some numbers or strategies so I’d be more likely to figure it out myself. But overall, very happy with this purchase and the designer should be praised, absolutely..Version: 1.3.3

Thought provokingI have a very nerdy take on this app. If you’re interested in American foreign policy and/or the history of places like Afghanistan (which this app is de facto based upon), then you’ll find this app very thought provoking. One key point is that, in some ways, Rebel Inc seems to think about itself as a game, offering the “player” rewards for achieving “victory.” But in practice it is what it says it is—a counterinsurgency simulator. There is not always a way to win the game, because there is not always a way to stabilize a war-torn region. In these reviews, I see a lot of people complaining that it is sometimes impossible to “win.” They’re right, but that’s only a complaint if you’re thinking of this app as a game and not a simulator. While there are some satisfying gameplay mechanics to be found here, the real value of this simulator is 1) the way it forces you to reckon with the real paradoxes of counterinsurgency strategy, and 2) the way it offers some thought experiments on what combinations of political, military, and civilian efforts might lead to counterinsurgency successes depending on the circumstances. Personally, I found this simulator very worthwhile, and I’m surprised someone had the guts to make it..Version: 1.3.3

A great game initially, but insurgents are extremely frustrating.Let me just start off by saying that if the insurgents were fixed and had more ways to deal with them, this would be an easy 5/5. Everything in the game is so strategic and balanced and just fun to play with. I’ve spent several hours so far on this game as well as Plague inc. The big thing holding this game back is the Insurgents. They are unbelievably powerful and numerous. They keep coming and can seemingly spawn literally anywhere in the map, yet you can kill them unless you surround them on all sides of their territory, which can require up to 5 military units! It’s ridiculous and extremely annoying to deal with. A good fix would be to have the option to upgrade your units in a way to where they can kill them without having to surround them, or something along those lines. That, in my opinion, is a major flaw and is borderline game breaking. The game is fantastic otherwise..Version: 1.1

Wish I could give a negative star reviewNow I love plague inc. so when I saw this I was super excited, but this game is ridiculous. First off the people you gave to use in order to unlock other areas do not support what needs to be done on that specific map. The insurgent rate at which they spawn is absolutely absurd. Coalition forces need to be able to stay spawned longer. You literally have to choose either do what needs to be done for civilians and let the insurgents run rampant or choose military over civilian development but you cannot stabilize the region. Corruption is increased wayyyyyy too fast with no quick way to bring it down. You literally have 18 months to two years to develop the area before the bad guys show up, sometimes they show up in one spot and other times they show up in 3 different sections and that is when you just start your game over. You lose reputation like it’s a $1 sale, once you start ticking down because of the stability just restart the game because you will not get it back fast enough. The spawn time for the national forces needs to be shortened since the coalition forces can be summoned almost immediately. I would give this game an honest -2 stars, very very disappointed..Version: 1.1

You want your stupid review, here it is.First off, this game is extremely unrealistic. Second, the mechanics are broken stupid. Third, sure the creativity is great!; maybe the devs should stick to killing off everyone with infections rather than trying to resolve conflict. Why do I say these things? No country or it’s people will demand things that a government can’t provide during a war with the enemy in its own country. The governors are all idiots because they raise corruption and inflation . Why don’t you actually let us input some type of government without becoming totalitarians. And you make the insurgents completely stubborn when clearly the players can (at multiple times) corner them. But the game spawns some idiots in the darkest corner of the map to drop my reputation in a heart beat. Creating a military doesn’t cause corruption if it needs to fight a war. If people wanted to stabilize their country, they wouldn’t act the way they do in this game. Sure it’s just being optimistic but you guys don’t even input all of the realistic aspects of life and politics into this game to make it as hard as it is. Fix it, I’d give it no stars..Version: 1.1

GOTY 2018Rebel Inc is a phenomenal game, for its exploration of the complexities and nuances of political decisions, management of infrastructure, all while conducting a civil war. There is a lot going on, but it never feels overwhelming thank to an intuitive interface, and an integrated tutorial system that highlights mechanics with well timed prompts during gameplay. On top of being a great game, Rebel Inc. allows the player a more involved and realistic insight into the realities faced by many government bodies in the world today. Many of these third world countries, especially those with war-devastated infrastructure find themselves in a tight position between first world powers with conflicting interests, the exploitation from first world industrial powers with interest in raw materials, and the crippling consequences that come with failed loans from the World Bank. I hope that, as the game expands, that it will delve further into these complex issues. With the additions made in the latest update, I see that beginning to happen already. Thank you James and the Ndemic Creations Team, you have produced a phenomenal gaming experience..Version: 1.1

Lots of capabilitiesSo this game is still in its third major update and trust me, it’s harder then you think (especially if you are a Plague Inc. player because you would not have expected anything like this from the developers!) There should be a Very Easy mode for those who think they need enough practice before even winning easy. (it’s from a difficulty from 1-10 it’s about 4 to 5!) However, once you get how this game works then you might be able to beat normal MAYBE! I am about two-thirds of the way to beating every map on normal and was three-fifths of the way before the sixth map came in the third major update. Overall, once you get the hang of it, it’s a great game! And guess what, the only beta and alpha stuff only existed to test the game and so far I have yet to find a glitch in this game (however there are some glitches being fixed in every update or so but still, it’s a low glitch game and its quality is good!).Version: 1.3.0

Don’t believe the Plague Inc fans, this game is not the sameI don’t know why this game is so highly rated. It doesn’t have the replay-ability, strategic upgrades or fun factor as Plague Inc, and it’s not even a good game. When you read most of the five star reviews, you read things like “I wish it had...” or “it would be better if...”. Well people, don’t blindly give it five stars so suckers like me don’t get stuck with this bad game. Most of the upgrades don’t feel like they make any difference, or they come with such a high cost that it doesn’t feel balanced. When I played Plague Inc, as soon as I had killed off the planet or failed to do so, I’d immediately restart a new game. I’ve played through this game several times and I’ve turned it off after each game. It’s definitely a lot harder, and I like that the insurgents require more active planning, but they often perform ridiculous actions that defy strategic logic. It’s a cool concept, and I really wanted to like it but I have not enjoyed a single play through..Version: 1.3.3

Has Many Unaddressed IssuesOn launch, this game featured a interesting concept and insane difficulty. It has maintained said difficulty, that, unlike in plague inc, is more based on luck than strategy or skill. If you look through the negative reviews for this game, you will begin to see what I mean, with insurgent difficulty and seemingly useless upgrades. The developer responded to these very relevant complaints with a cut and dry comment that was the same in every instance. In the latest update (Tanks & Caves) the developer addressed none of the difficulty issues, rather adding pay to win elements such as advisors and the tank commander. While I understand that this game is intentionally difficult in order to bring light onto real world issues, this difficulty and lack of response from the developer shows me that this game seems to be more of a shameful cash grab rather than a fun pro-consumer game. Should one purchase this game, they will likely be unable to beat even the second map, due to the usual complaints. With so many people complaining about this game with so little response, I simply cannot recommend it. If this review receives the same generic copy-pasted response as well, that would also further prove my point. In conclusion: don’t buy this game until these issues are fixed..Version: 1.3.3

AwesomenessThis game is awesome because they took there old game kept the format (to some extent) and made it greater. I love this game because everything that happens for most of the game is determined in the first 3 minutes because most upgrades take time to be used (which they should) and the in depth timing strategy you have to use throughout the rest of the game. Love the maps and love that the governors are radically different from each other so each game takes different strategy. There is really one thing I don’t like about the game it’s that when you put troops in a zone if you haven’t scouted that zone already your troops wont help neighboring zones fight which is kind of anoying. Some suggestions for future updates (although I know you already have great ones planned) it would be cool if we could play as the underpowered rebels and try to either get the best peace deal possible or just take over. And it would be neat to see more types of military troops maybe like dogs that sniff out and tell you where the next zone to be attacked is or some riot control that contain insergunts until you can send in real troops to wipe em out. Good game, sometimes hard, and not having to pay for extra content. 10/10In the beginning for me, it was really difficult to get a good foothold, but after playing and failing a lot, I started to understand this game and it became easier. The insurgents can be quite annoying at sometimes when they just pop up out of nowhere, but they can be easily dealt with if you play smart and you have good positioning, all in all it is a fantastic game and I would heavily recommend it for anyone that likes strategy games with a challenge. This game does have content that you can pay for in the form of new characters to play and maps for you if you want to have some more possibilities while bringing a new challenge to the table. The maps and characters can be unlocked for free by completing missions on the harder difficulties so you’re not forced to pay a penny for the extra content..Version: 1.4.6

Super Cool Game! but...I’m very new to Rebel Inc. Although I have played Plague Inc. Brutal Mode on the first map, is a little too much brutal. I’ve lost plenty of time for the National Soldiers taking way too long to train, while half of the map is being taken over by insurgents. I’ve been using Coalition Soldiers to defend them, but then their contract runs out and I lose from the reputation going down so low after i extend it. Even if i sent them home, I STILL lose from the insurgent occupying half the map. I know it’s called brutal, but, it seems a little unfair. Also it would be better for coalition soldiers to be able to be redeployed. Either make the reputation going down for extending less, or make National Soldiers a little faster in training and movement. Not saying change the game, just small improvements. Great Game!I really love the game for the strategy and tactful decisions you must make in order to stabilize a specific region. The game can get a bit challenging but I’ve pretty much been able to unlock every map and character by just constantly playing the game itself. I think a really cool future update would be to combine plague inc. like features to the game with the “Corona virus” scare going on. Perhaps you could have a mode or map focus more on a epidemic situation? Trying to locate infected individuals and intake patients to hospitals, all while trying to find a cure to the disease all while trying to protect your medical teams and hospitals from insurgents who are skeptical of your presence? Perhaps you could even do two player? Somebody controlling the disease or the insurgents? Please read this devs... I would pay money for another game like that!! TAKE MY MONEY!! Good, but *nearly* impossible to completeDon’t get me wrong, I love the devs, but this one needs some work. Brutal is impossibly hard to win on. I feel like it’s Mega Brutal from Plague Inc on steroids. The insurgency is too hard to fight, you can’t stabilize any areas before you run out of reputation, and that penalty is WAY too high. This is on the first map, by the way. I got all governors except the bonus by playing on normal on all maps, and I went back to the first to try brutal out. Perhaps my strategy needs some work, but I think this is a bit over the top. UPDATE: Since this review, I’ve gone back to the drawing board, and it is possible after many tries to win on Brutal. I’m only about three maps in, however. Took me about two weeks actively to figure out a strat. All in all, it is a wonderful game, and I do enjoy playing it to kill some time between classes, and while it could use some very fine polish, I believe it was worth the money for the hours of enjoyment I have had from it. I Am Diggin It.I've been playing this game for many months now and I like it quite a bit. I'm reading the negative reviews and the things that are being complained about are actually the reasons why I like the game so much. It's not a run-of-the-mill strategy game, not a war game, not a building game. It is exactly what it should be, representing the struggle of trying to stabilize a region after it has been devastated. People are complaining saying "If you invest in the military you can't pay for civilian improvements! If you pay off corruption, you can't afford to fight off the insurgents!" To all these things, I say, yes that's how it is! That's what it's like, trying to stabilize a region. It's reality. That's what makes it uniquely challenging. It isn't impossible, it's just difficult to balance priorities. Every move has to be done carefully, every dollar has to be spent wisely. There's a unique strategy to this game, and it requires learning a sense of balance in order to win. I really dig it. I gave it 4 stars before because it didn’t have much content, but now I’m giving it 5 stars because new maps and governors are being added! Thanks, developers!.Version: 1.3.3

Hmm...Whilst I love the concept and the general layout and design of the game, I must say, it’s a bit much... At one point, one is doing a splendid job of controlling the insurgents and gaining tons of support. But, the next, the insurgents suddenly pop-up in two to three other locations. So, I would appreciate if the insurgents would be a bit more... delayed. I would also gently critique the punishment for keeping the coalition soldiers. Especially early game, they’ve quite vital to being able to effectively combat the insurgents. But when one is forced to retreat them or constantly lose eight to nine reputation, all while having rampant insurgent problems, and still waiting on the national soldiers to train, it simply makes things too difficult and overwhelming, in my humble opinion. That being said, kudos to the game develop for doing a superb job at simulating how hard it is to tackle these problems in real-life. With that being said, I do realize the game is supposed to be challenging, however, in my opinion, it seems too much to handle. Though, that is my opinion and as I noted, given the topic, it inherently is supposed to be difficult and challenging..Version: 1.3.3

Great game. Reminds me of Plague inc.Great game, would love a PC adaptation of this game but I am happy with how it works. Some areas of the game cost a bit more than Plague inc. but I might be willing to buy eventually. -EDIT: after playing for a little while longer I retract my statements later in the review due to a realization that I was wrong and it is possible, just difficult. - 1st, 2nd, and 3rd levels. Okay, so if you're even halfway decent at strategies and using these governors then this is easy. However, I simply can not address how useless the banker's interest is... considering that you spend too much money, too fast to even consider saving any. The other 3 were ok. I get it though, civil servant = bacteria = nothing special, economist has nothing special either though really. Consider the fact that instead of getting constant pay you just get the same pay slower... it adds difficulty and requires new strategies, amazing! The general is where it's at though because he adds more military abilities that work pretty well with advisor. A serious balancing complaint is that in brutal insurgents manage to spread like bugs. They spread to 1 territory/second in fast forward mode on brutal. My coalition soldiers that had just been prepared took 5 seconds to place on the selected territory even in fast forward mode. I lost the game after a minute of having started it. The game is headed in the right direction but brutal feels like mega brutal +.Version: 1.3.3

Good Game, nerf insurgentsThe game is extremely well polished, the design is simple and strong. But the insurgents are way too powerful. When I block out insurgents from escaping and have another unit destroying them they push on my blocking units. Once they get repelled the insurgents don’t go back to where they came from, they just walk through my troops like nothing happened. Also, it is extremely annoying (and unfair) that once I stop insurgents in one area and make sure for the red goes away I relocate my troops to stop the next insurgents, 5 seconds later they just reappear at the area I just cleared. And now my reputation is down halfway. Also, the mountain map’s descriptions says that the only way around is through the valley, a whole bunch of lies. The game would be more interesting if you can’t travel through mountains (neither can insurgents) So the choke point would actually be important to take, the mountains are a huge pain to deal with. Huge potentialThis is a great game and is definitely worth 2 dollars, I’d even pay 7 for this. This game could be better like if you could combine plague inc and this it would amazing. See you could create your own disease but instead of trying to infest the whole WOLRD you just try to do it to help stop the enemies, or whatever their called. Another thing they could add is a bigger map. I know they have different maps but I’d like it if each one was a bit bigger. And one last thing is a wish you could customize how many troops you could put in one area in stead of just one group. I was trying to fight off a group but my team was losing and I kept trying to put more troops in but I was only able to put in one. But overall it really is a great game. It’s addicting, I love the strategy yet not completely based off strategy which I also like. Great game with few flaws and warlord is impossibleI haven’t played the game for a very long time but I’ve played a lot of it and love it (btw the people who made plague inc made this game which is also a great game check it out) but I would like more maps and leaders and scenarios like the ones from around plague inc (and maybe new game modes too or something similar to like how in plague inc you could get different types of plagues) Also (I made this edit later I don’t exactly know how reviews work but I’m pretty sure My review isn’t being sent) warlord is impossible I had a support level of a little bit past a quarter of the whole bar and the total stabilization was at 15% and not one zone was stable and this is definitely a warlord glitch because had I used anyone else at least 5 zones would be stable at that time I don’t know if it’s intentional but all my reputation was gone before I had stabilized one zone even thought I had the Pr media office most of the tier one roads and other things in that category every tier one thing for the heath/school 3 anti corruption and still not one zone was stable (I had nothing to reduce it).Version: 1.3.3

Military factors like civil army and united army are involved. You can also use tons of fun tactics in response to the local landscape. It’s also fun to find a perfect balance between civil hope and government requirements in your way to the union. You can literally do EVERYTHING in this $1.99 game! Edit: The game is absolutely awesome, but I do have few suggestions. First, you can create a situation, where the insurgents could be tactical and ending up eliminating player’s army. However, the insurgents are still too overpowered, and they don’t seem like they could be tamed at all without the players’ tactics. In addition, you could add plagues in the game, which could make the game more complex. And also, in easy and normal mode, the corruption doesn’t do any harm to the gaming experience, and I wish you could make corruption more impactful, too. Love the game but difficulty is too high, rebalancing needed!I really like the game...but even the basic level is really tough. Brutal? Absurd. The developers really need to adjust the brutal level or make it so you unload other features after winning on normal, which is also very hard. It’s as if they made it so hard you HAVE to buy the cheats to unlock other features. I already paid for the game. I won’t buy from the developer again if that’s how they design their games. Would have rated 5 stars if it weren’t for the annoying approach to unlocking features in the game. Update based on developer response: If the only way to progress to the additional maps and governors is to pay for the cheats, then you should say that up front. Games shouldn’t require you to buy cheats to progress or say so up front. As of now I’ve stopped playing—I’ve beaten all the basic maps on normal. Brutal? Forget it. Only one map I’ve beaten on brutal. As others have noted the rebel behavior is HIGHLY unrealistic, making it impossible to win in brutal unless it’s just plain luck. Great Concept Bad GameThis has so much potential but it’s too difficult. There’s no progression. You can’t use what you learn from your defeats in the next round. Winning has as much to do with blind luck as it has to do with your ability or grasp of the game. I mean seriously I played for about 4 hours on normal and I tried my luck with different strategies yet only won once in the first hour or so. You can’t see where you go wrong so you can’t change what you do. There’s no way to save yourself once you mess up. You just lose very slowly with only a backdoor way to quit. Once I only had insurgents pop up in two spots and I still lost only about 10% away from being totally stable. Personally I think reputation should have a direct correlation to how well you’re doing and it should be volatile both up and down. That way you’re forced to govern in a way that the insurgents and coalition will put up with. And for that matter why should you not be able to stick it to the coalition and side with the insurgents. A nice idea.. not perfectReally enjoyed the premise of this game. These guys did a great job with Plague, Inc. and have got another good game going here. This time around is more like fighting off the infection rather than causing it. Really enjoyed the various mechanics of the campaign to improve the board, make my soldiers better, and reduce insurgents. Felt like there was a meaningful balance between trying to make improvements while limiting outside influences and corruption. There are elements that feel in place just to slow progress that I felt could be improved. It would be nice to have more focus on intelligence in the campaign as ways to reduce insurgency movements. This was my biggest complaint (and not that bad, more of just a gripe). If there was a way to predict and then counter insurgents movements to better my combat that would make the game better. Also, wish I had options for some sort of special operations or covert action force to go into an insurgent held area to somehow reduce their impact or remove their leadership to slow their progress when I’ve got main forces committed elsewhere. And it would be nice to select where I send airstrikes rather than just wherever insurgents are. This would give better control over potential civilian losses..Version: 1.0.2

Combat is rough.I’ve grown quite fond of this game over time and I enjoy it quite a bit, although some of the aspects seem rough around the edges the game over all is challenging and fun. As for the combat, the insurgents don’t ever seem to take casualties, when they do it seems like a dice rolls and it’s inconsistent. The camps keep producing insurgent strength unless destroyed, this wouldn’t be a problem if you had a way of actually killing the insurgents with out surrounding them, even then, the insurgents sometimes seem to just charge through the surrounding areas that you have troops or garrisons in, the game teaches you in the tutorial that the only way to kill the insurgents is to surround them. Though this is a minor critique and a small issue with the game. Good so far, could be greatOnly had the game for two days so far. In that time, I have developed a crush on this app. It’s fun, there is no doubt about it. If you liked Plague Inc, then you will be easily seduced by this game. I plan to update my review down the road, but so far I recommend it. The only cumbersome problem I have right now is the unlocking of the advisors. I’m not sure what they actually do once unlocked. They don’t *seem* to have any effect on the game, but perhaps I just have not noticed it yet. I am struggling with the hardest play mode. Governing MasterpieceThis game is awesome! I expected it to just be a last minute cash grab by the developers, but I couldn’t be more wrong. I can tell they put their heart and soul in this game, just like they did Plague Inc. In fact, I could very well say that this is even better than its predecessor! Not only are you tasked with several different decisions to form your government at the start, but you are presented with timed actions that are sometimes minor, but in cases like dealing with the insurgency, the choice you make is crucial. As a governor you can really feel how much pressure is on you, as your actions are weighed heavily and can easily disrupt your once stable society. I can say without a doubt that this game is one of the most addictive and entertaining that I have ever played. I hope this review is able to help people who are debating whether or not to purchase this game, as well as the creators, who are working so hard to make their creation a fantastic experience. Fun Game!When I first bought this game, I was actually expecting to be able to play as the insurgents. (I know a little evil but i thought more a resistance group than a terrorist organization) I was a little disappointed when I got it, but I was soon blown away by how immersive this game was. When you first get the game,the insurgents will be rough to deal with. However, something I have learned: YOU DON’T HAVE TO DESTROY THE INSURGENTS TO COUNTER THEM. It is far better to have an insurgent escape than to allow them to take a zone and have your reputation reduced by 4 then destroy them 5 months later. Also: if you get to the second thing with the Economist, always leave ~12$ for when you need it for decisions. (i.e. garrisons, counter strikes, etc.) Overall, I love the game. Enjoyably difficult, please make a medieval one...Big fan of Plague Inc. and was surprised at how different this game is in comparison. Similar yet, different enough to feel fresh and not like a copy pasta that so many other games do these days. It’s absurdly difficult though and my manhood won’t allow me to drop the difficulty. So if you do get this one, and I recommend you do, be ready to be kept busy while you’re playing. You’ll have to learn how to balance your three investment trees or you won’t get anywhere. Plus the rebels keep you fairly busy when they show up and ignoring them just makes things really bad. You should also be made aware that, while other complain about how the game makes them feel obligated to purchase the advisors for unlock, it isn’t necessary. You can earn them, it just takes time and maybe a few minutes of banging your head into a wall. It’s a good way to help support the devs if you do decide to buy into them though, so it’s really a win win. You get your advisors and the dev gets what they need to keep developing. Now, please make something medieval....I really want to see the spin you guys can put on it like you have with PI and RI. I think that’d be awesome to see from you guys. Good overallThe game is quite fun, and will keep you thoroughly engaged and wanting to play more. However, I do have a problem with the “brutal” difficulty setting, and that is consistency. From what I’ve gathered, the way this setting makes the game harder is essentially throwing up a coin toss to determine if you’ll win or not. This is coming from someone who’s won brutal difficulty with every governor on nearly every map, the frustration and inconsistency makes the game less fun, not more challenging. You can go through the same steps, buy the same initiatives in the same pattern, and it will have different outcomes each time in brutal difficulty. It begins to feel as if you go into a brutal game with your outcome already predetermined for you. Sometimes you’ll stabilize regions midway through 2003, sometimes you’ll somehow have managed to lose the game with no stabilized regions and, no exaggeration, the entire map covered and surprise attacks every fifteen seconds by insurgents by 2005. Both these times, I did the exact same strategy, but my input had little effect on the game. Eh, it’s still a good game. It just frustrates me with the seemingly futile and helpless games it thrusts me into, and that your input sometimes doesn’t even matter..Version: 1.3.3

Waste of timeThis game starts out cool they kept they old format from plague and it works ok but after you do the first level and you get to the next map you have to use the economist leader to unlock the next map. Insurgents infinityIt’s annoying how the insurgents escape death over and over. This makes me feel like nuking those dirty insurgents. (Should be a option). In every map I try to corner the fools so I can kill them but insurgents are like weeds or acne. They pop out of no where and ruin everything. We get it. Insurgents in real life are a pain but there has to be some limitations. I feel like “STABLE LOCATIONS” should remain “STABLE”. Instead of having a 3% chance of turning into insurgent land. Your head quarters and 2 territories near it should always be protected from insurgents without the need of troops due to the fact that they are all most likely stable and have an actual police and militia force protecting it. Wouldn’t it be nice if there was a peaceful way to win the game without the need of other nations or your own troops getting involved in some extremist group? I mean in real life we can see how much of a pain it is to try to run a successful state without a bunch of idiots destroying the schools and hospitals you built. I really do enjoy the realism but I feel like there should be a better way to shut the insurgents down for good. A “secret police force” upgrade. (Kind of like how there’s Islamic Religious police in Saudi Arabia, iran, and list goes on). It’ll be expensive but it’ll prevent any insurgents from popping up in “Stable” territories. Fascinating So Far...As a huge fan of Plague, Inc, I was excited to investigate this new application and, after only one game, I have not been disappointed. Rebel Inc. presents a thoughtfully complex yet enjoyably challenging game that explores what, today, is an all-too-relevant subject almost universally ignored by other games involving strategy and warfare: the unavoidable yet critical transition state between war and peace. I don’t want to spoil the experience for those who have not yet played it, and so will explain the 4/5 star rating only generally: While there’s no practical way to “game” all of the variables in play during real-world efforts to stabilize war-torn regions around the globe, I’m hoping that with continued play and more complicated scenarios there will be a commensurate increase in the game’s sophistication - recognition, for example, that insurgency is sometimes driven by suffering and misunderstanding equivalent in magnitude to that experienced by indigenous populations. I’ll be back to amend my review accordingly after a few more weeks (or, maybe... months) of play (I would have bought it sooner but I’m ridiculously busy right now). Potential but needs serious rebalancing.Good game, but it needs a serious rebalance as of right now the brutal difficulty is virtually impossible to beat on map four. The insurgents are too strong and pop up in three separate zones. There is no way on Earth to contain them and often they’re stronger than your coalition troops. Corruption is out of control as well and upgrades don’t seem to help at all. I’ll re-evaluate my rating once the balance issues are addressed. Edit:// Updating and dropping my rating. Everyone giving this game good reviews is playing the first few missions which are interesting and fun. Once you get to the later levels it’s literally impossible to win on the harder difficulties. The final mission is so obscenely hard I’m astounded. Coalition troops can’t win even with four armies supporting them. Regions will not stabilize even if you have half the upgrades purchased. They go up one tick per time unit, but you’re losing rep at a rate of 3 per unit. Simultaneously the invincible rebels are swarming zones non-stop and demolishing your rep. This game has some SERIOUS balance issues that need to be addressed and they don’t become apparent until you’ve played for a bit..Version: 1.0.2

Promising theme, unbelievable difficultyI was instantly drawn into the premise of this game. Huge fan of Plague Inc so I bought this without even reading any reviews. The first level was great and pretty much exactly what I was expecting. Level two insanely sky rockets to almost an impossible difficulty, I’m honestly not sure how anyone has beaten level two. Even if I have the maximum number of military units and air strikes, it’s still not enough to fight off the insurgents. You destroy one unit and instantly two to three others spawn in the opposite corners of the map making it literally impossible to corner them off and destroy them. I’ve tried building up the roadways first to make traveling quicker, I’ve tried improving my support first to enable me to have more time, I’ve tried basic upgrades until military options open up and then going all out with military and none of them get me anywhere close to winning level two. I’ve had the game for three days and it’s close to being deleted already. Love the idea, but this is definitely not for anyone other than the most hardcore of gamers than will literally devote their entire downtime to this game..Version: 1.3.3

Challenging & Well Thought Out GameThis game is very well put together and very strong. I have previously been a fan of their games but I believe I may have found a new favorite. This game forces you to think and strategize in a way that most mobile games do not. The layout and controls are intuitive and easy to learn with minimal time. The graphics are clear and easy to understand. There are options for every type of player from the serious competitor to the casual time passer. My biggest issue is that I need to figure out what strategies work and which ones do not! Its been a lot of trial and error but that only makes me want to try harder. I’m a hard core gamer (PS4, PC, & mobile) and I haven’t found any iOS games in the last several months that warranted playing but this has definitely changed my mind. Lots of potentialThe amount of strategy required and the simulation that this game provides is insane but needs more to be able to live up to its predecessor, Plague Inc. We need more choices, maps, governors, balance out the insurgents by either reducing their overall strength or increase the power of our national army or coalition. The insurgents just pop up so quickly to the point where it is EXTREMELY OVERWHELMING. If we could recruit new armies quicker and more efficiently, it would balance it out more. Or just reduce how quickly our reputation goes down because of the insurgents. But I’ve lost count of how many times I lost because the insurgents just wipe the floor with my armies even after I upgrade them but the upgrades seem to make such little to no difference. I loved the game at first but it has too many balancing issues. I can’t wait to see what’s in store for the game in the future and I hope it matches or becomes even better than Plague Inc one day. Has potentialSince my last review vanished, I’ll add it again. I concur with what a lot of people have said, it has an amazing amount of potential...however... it has some serious balancing issues. I played all the maps, viruses, and difficulties on plague inc, it was challenging and sometimes frustrating, but failure was usually due to my long-term strategic or short-term tactical failures. Rebel inc. doesn’t seem to share that value, many things just drain reputation or skyrocket inflation and corruption without much benefit. The costs of countering insurgents are also highly unbalanced; i fully understand risk/reward play, but the rewards of the military upgrades just aren’t enough. Also, I really miss the customization of your viruses, there’s virtually nothing like that here. You get different governors but their effects aren’t that extreme, or game changing for the most part. Adding things (like the dna changes in plague inc) would be nice, smaller bumps are standalone, bigger bonuses would come with trade offs, etc. You could couple them with your favorite governor and do a min/max sort of thing, high risk/high-reward and all that. So far, I ran through all the maps and governors, and haven’t had much interest in going back; there just isn’t much replay ability to pull me back..Version: 1.1

Love this GameIf you like strategy and civilization rpg games, this is worth every penny. Games run about 30 minutes (faster if you lose), and I am engrossed for every last one of those minutes. It’s one of the few iPhone games I own where I am literally on the edge of my seat while playing. Gameplay involves balancing spending funds on policies that benefit civilians while guarding against inflation, corruption and constant pressure from insurgent militia. The game is partially strategic spending/planning and partially organizing soldiers on the regional map to quell insurgents. Poor choices, excessive corruption/inflation or becoming overrun by insurgents reduce your reputation. You win when the entire region is stabilized before your reputation hits zero. This is a difficult game and, at any moment, the region can spiral out of control. I love that I am challenged by the tradeoffs every minute I play and can tell the devs put a lot of thought into the gameplay. It feels very real! Bonus points for in game purchases that are also 100% unlock-able by completing goals in game..Version: 1.4.7

Great game with a few issuesJust like plague in I fell in love with this game from the start. The strategy is deep yet easy to understand. Inclusions like the different maps and governors add variety’s to the game that plague sometimes lacked with every designer feeling the same. The games difficulty’s feel well balance except for the the insurgents. They are not impossible to deal with but they feel to strong. You know you have a problem when fully upgraded soldiers with air support and a nearby garrison stubble to liberate a tile. In addition while the fact you have to encircle insurrectionists to eliminate them is cool in theory it is hard to do in practice. The fact they can basically spawn anywhere(with some map specific spawns) means that it can be up to ring to decide how easy it is to deal with. Sometimes they spawn on a corner and can be easily surrounded . Other they are in the middle of the map and spread like a plague. Disappointed by logicI have two thirds of the map stabilized yet my reputation still decreases nonetheless, it does not make sense. There aren’t enough troops to mobilize most of the time, even if you have the money. Killing all insurgents early in the game causes a new band of insurgents to spawn randomly then spread like wildfire; the only viable tactic is cornering them, but this does not seem that realistic. Because of these limitations and more I’m just forced to use the same tactic each time, gets kind of boring..Version: 1.3.3

Great game, but some suggestions:At this point, Intel of a region pretty much only limits if it can be stabilised, if troops can support other troops, and prevent insurgents from escaping. Playing on Brutal, early game the AI likes to spawn a ton of insurgent camps in the middle of your territory, where it’s full intel. But it doesn’t reveal them- and that’s really, really frustrating. Great game.I like the game, it is great. I support the development of it. But also, what I feel that has occurred quite often in the game is the Rebels win due to the population they control, but the thing is they don’t control a large one. Pretty goodHaving played Plague Inc on and off for years, I have been playing this for one day and have already won all maps on Brutal. So it seems a little bit easy, and what others say about pushing rebels around the map does resonate, but still a good game overall and worthy of being the successor to Plague. The Ndemic brand of Simulation is becoming as engaging as a Paradox grand strategyFirst it was a create your own pathogen apocalypse channeling gameplay from both Lemmings and Lamers as you walked a fine line for sake of maintaining equilibrium whilst closing in on your goal. You’ve done it again, bringing an addictive formula of balancing chaos to further a goal - I’ve heard of the Paradox grand strategy, but Ndemic simulation is shaping up to just as addictive!.Version: 1.3.3

MultiplayerI know this wasn’t meant to be multiplayer, and probably won’t but just think... I believe this would be so much better with multiplayer, make a bigger map and allow a player to play insurgents, and the other to play normal. They need to focus on defending their territories and attacking each other, all while upgrading zones and techs. One might focus on attacking, not economy so the other player will have to be more defensive but will have a better economy. So much potential in my opinion! Is still a great game btw.Version: 1.2.2

My thoughts on the gameFirst thing I noticed is that there were many similar features to Plauge Inc, the developers other game, which I much enjoyed considers the ease of understanding the controls of Plauge Inc. The newer features such as the Insurgent control and Reputation are interesting and not too hard to understand once you’ve gotten through the tutorial or read the manual. Very well doneI’ve played Rebel Inc. before, and i’d say I was kinda average at it. I had fun then, I had fun now, and i’m not sure why I didn’t review it already. For starters, it’s easy to begin. The tutorial goes over the basics well, and getting into it is smooth. As easy as it is to start, it’s pretty hard to master. This makes it all the more fulfilling when you manage to finally stabilise after all those challenges. Would definitely recommend..Version: 1.4.5

What I really neededI have always been bored with the “games that are like this” because with those games you handle military while you leave politics and reputation to NPCs, but this one is different you must stabilise the regions, play your political and reputation cards wisely, all the while fighting a war (or signing a peace treaty) with the insurgents. Great, but needs some fixing.I have been playing this game for a little while now, and was really impressed with it. It’s complex, fun and satisfying to play. I haven’t been able to stop. But I have noticed a couple of small things. First of all, game is a bit vague in explaining how to increase reputation throughout the game. Especially with such a steep learning curve (my second point), there is no sure fire way to help increase your reputation. There’s nothing to buy that really helps. It seems that you have to be extremely forward thinking early on to increase it as much as you can before losing about half by the end of the game. And this is made worse by the fact the the difficult jump from casual to normal mode is far too high.i can only imaging what brutal is like. The learning curve should be a lot steeper in my opinion. Satisfying and funAfter playing my first game of Rebel Inc I found it to be more engaging than I was expecting. Just incredible.Just love it. The attention to detail on basically every aspect of the game is incredible. It puts a lot of focus on getting the people to like you, but also forces you to divert your focus between that and your military strategies against the insurgents. It’s great just not for everyoneThere are no apparent problems with the game, it’s incredibly good, but I found myself struggling. I was playing on casual. The insurgents just wouldn’t go away. They started appearing out of nowhere. On the other side of the map attacking cities. No matter how much I tried they would keep coming. They would keep attacking even though we had peace. Meh.Just a mad dash to spend your resources while simultaneously pushing insurgents around the map. Not a lot of depth, not much strategy. Did I mention pushing rebels around the map? That’s all there is basically.. Finally dealt with those pesky rebel groups by cornering or pushing them off the map? Have a few more randomly, not enough? Have a random enemy base pop up and spam more! And without that there is no real gameplay, spend money and watch a little hammer animation aside. Great Game. A few suggestions.The game is fantastic, I’ve played through all maps and are trying to get the warlord now. I think a look at the insurgency in Afghanistan after the Soviet Invasion could be pertinent for the game. Helicopters played a huge role there and perhaps they could be somehow bought in? I think a vastly larger map relying on roads to fight the insurgency could be fun, with the roads being central to victory (perhaps IED mechanics etc). Great game but I hate the bankerI love this game. It was one of the best $3 I’ve spent. But the banker is way to underpowered I just can’t pass that level. Starts off with really low cash but seems like I have to spend more on government options as well. Everything else is great though. Great gameThis is a great game, and it requires much more strategy than plague inc. In my opinion however I believe I could be improved. The game needs to explain how to deal with the loss of reputation and it should explain more clearly how to stabilise zones. In my opinion the insurgents (the enemy) should not just keep on running away every time you take over a zone but they should be exterminated after some. I am not saying that the insurgents should not run away but I think that after some time and some running away they should be exterminated. I also think that your soldiers can lose battles and therefore they die and you lose them the same goes for insurgents. I also think that the game tutorial could be improved and be more explanatory on how the game works. Overall this game I great and you should definitely get it I am playing this game currently and I am having tons of fun..Version: 1.0.2

Did I get a different version?I’ve tried the second mission a good twenty times and can’t stop insurgents from basically spawning everywhere. I’ve played literally hundreds of games over the last forty years and have never before come across a game where repeated attempts using different techniques have universally met with failure. Buy it if you must but don’t be surprised if you stop playing after the fifteenth time insurgents walk through a garrisoned area when they’re supposed to have been destroyed instead..Version: 1.3.3

Basically Anti-Plague Inc.It’s kinda the same style but instead of killing off populations and cities you are growing them and helping people, the insurgents are a nice touch to add another thing you have to worry about and panic for. Exact same outcomesI’ve played many games in my time but I have to say I am put off trying this continually. The first stage on medium difficulty I can’t get passed. Maybe I’m playing wrong but if that is the case the tiny little help you get at the beginning is far from sufficient! A little hint like insurgents crossing rivers is probably one that needs to be broadcast more than just a passing suggestion. After a few hours of trying I’m contemplating giving up on this game. You can’t ever kill them off even with 100% peace they were still spawning. Can’t corner them because your over rating drops. If you kill off the insurgents how about just letting it cruise until you finish that level instead of letting them all respawn and going out of control more then before. The same 4 options over and over and each one just antagonising the insurgents. It would be good to just have an ignore button so you don’t have to give them the time of day while trying to fight them in the same battle and even when forted off and cornered they can jump 3 zones to one that doesn’t have any in. I thought they were meant to be killed off Overall it’s not a waste of money as anything this company makes is worth the $ I just feel more education is needed at intro level.Version: 1.4.3
